We have had a number of customers report that after installing recent Windows updates, they are now seeing a pop up for the Intel Turbo Boost Max Technology 3.0 software on each boot of the system. The pop up looks similiar to this and can be very annoying:
If you are being plagued by the Intel Turbo Boost Max Technology 3. 0 software pop up, please see below for additional instructions on how to disable the pop-up from launching at each startup of your system.
Please keep in mind that although you will be disabling the pop up, the Turbo Boost Max 3.0 technology software WILL still be running in the background, which is good news if you are actually using the software and inconsequential if you are not.
How To Disable The Pop Up
Right click the Windows 10 start menu.
Select Computer Management.
On the left hand side of the Computer Management screen, find the listing for Task Scheduler
And click the chevron > to the left of the listing to expand the sublistings.
Select the listing for Task Scheduler Library and it will populate multiple listing in the center portion of the Computer Management screen.
Scroll through these listings to find the one that says Intel(R) Turbo Boost Max 3.0 Technology Application Launcher.
Right click that listing and select End.
Then right click it again and select Disable.
Reboot the system and you should observe that the pop up no longer launches on startup!

- I had the same issue.
What I did to get around this is right-click the task in the Library, select Properties, and then go to the Triggers tab.
Click on the Edit button, uncheck 'Enabled' down the bottom, and then OK out.
Reboot again and see how it goes.

- You can't delete it because it will be recreated automatically by a service.
Solution:
1. Close the tool by right clicking it in the tray and "Quit".
2. Press [Win]+[R] and run "services.msc".
3. Search for the service "ITBMService" or the descriptive name "Intel(R) Turbo Boost Max 3.0 Technology Application Service" and disable that service.
4. Steps as described in that article
Now that tool shouldn't be started automatically anymore
Another user states that Notsofunnyclowns method works.
The Intel turbo max window ALWAYS pops up when rebooting and is super annoying, if your using a lesser cpu, like amd, you have nothing to worry about, but intel users should know what I mean if their PC supports this.
